Abstract: This talk will examine the ways in which the people who embody recognizable health risks are rhetorically constructed as foes to be as combatted or avoided as the risk itself. For people who use drugs, this rhetoric has caused deep marginalization and shame, and has led to legislative decisions that created barriers to needed care.
