 enior Advisor and Principal Investigator on Ukraine at the Kennan Institut
 e. His scholarship and policy work examine how international norms\, multi
 lateral institutions\, and political ideologies shape state behavior durin
 g crises. Minakov brings a comparative and philosophical perspective to qu
 estions of why global commitments to prevent mass atrocities repeatedly fa
