 ract\n\nThe goal of this dissertation is to understand and compare the impa
 ct of interventions aimed at increasing provider willingness to prescribe b
 uprenorphine as medication for opioid use disorder (MOUD).\n\nThis study fi
 rst examined the impact of an intervention at the federal policy level\, th
 e elimination of the X waiver\, which was implemented to improve buprenorph
 ine prescription rates. After finding no evidence that this policy increase
 d buprenorphine use in Pennsylvania\, the study conducted a rapid scoping r
 eview and interviews with subject matter experts to identify other interven
 tions that experts have found to be successful. Based on the literature rev
 iew and expert interviews\, this study used a modified Delphi study to gene
 rate consensus on which of these interventions are perceived to be the most
  effective.\n\nThis study built and calibrated an agent-based simulation mo
 del of provider willingness to prescribe buprenorphine as MOUD\, informed b
 y the rankings from the modified Delphi study. This dissertation compares t
 he impact of different interventions on provider willingness to prescribe b
 uprenorphine and on opioid overdose death rates in Pennsylvania.\n\nThe res
 ults of this work will help guide decisions on which interventions to imple
 ment\, offering a more sophisticated tool for stakeholders\, such as policy
 makers and health system leaders\, to select interventions for pilot progra
 ms and allocate implementation resources.
