There are extraordinary challenges to democratic citizens’ acquisition and processingof the information necessary to secure a responsive and accountable government. It was a problem that the many skeptical U.S. Constitutional Convention delegatescited in their opposition to democracy, and it is a problem of increasing concern associety and governance have grown more complex and elected officials lessresponsive and accountable.
